WhatsApp Business API price per message, by country: all 38 Meta markets
Pulled from Meta's official pricing calculator · September 13, 2026
Replying to a customer is free in all 38 markets until September 30, 2026
When a customer messages you, a 24-hour service window opens and every reply inside it costs $0, everywhere until September 30, 2026. What Meta bills is the message you initiate — and there the market changes everything: the same marketing message costs $0.0109 in Turkey and $0.1597 in Netherlands, 15×.
Meta publishes these rates on two surfaces: an interactive widget that answers one market and one category at a time, and a downloadable rate card per currency in its developer documentation. Every number below comes from the widget and has to match that file cell by cell before it is published here — two readings of the same source; if they disagree the rate card is not updated. What is not laid out anywhere else is the comparison: what a message costs under the rate card in force up to 30 September 2026 and under the one that starts on 1 October 2026, market by market, in one table, one CSV and one JSON file, with the date they were verified. Heads-up: replies stop being free on October 1, 2026
Meta's own pricing documentation says: Effective October 1, 2026, Meta will charge for service messages, which have not been charged since November 2024
, billed per message consistent with how Meta charges for template messages
. From that date every reply inside the 24-hour window costs the utility rate of the recipient's market on that date — which is not always today's rate: on October 1 Meta also raises utility in Peru, Pakistan and South Africa, and marketing in Mexico, Saudi Arabia, the UAE, Rest of Asia Pacific and Rest of Middle East. The "Service from Oct 1, 2026" column below already uses Meta's October rate card (the full file, all 47 markets); today's utility rates are $0.0034 in North America, $0.0220 in United Kingdom, $0.0085 in Mexico, $0.0014 in India per delivered message. Utility messages sent inside the window also stop being free. Source: Meta, non-template message pricing, checked on September 9, 2026. Meta also gives every business phone number 1,000 free service messages per month
, non-cumulative, billing from the 1,001st message delivered that month (verified September 13, 2026). Full breakdown, with Meta's wording and the per-market table of what a reply will cost: WhatsApp will charge for service messages from October 1, 2026 (en español). The 4 to 5 cents per message
quoted in some coverage is a different charge, Meta Business Agent, billed per token since August 1, 2026: how much Meta's AI agent costs and why it is not the service-message fee.
The full rate card, cheapest marketing rate first
USD per delivered message. Service messages (replies inside the 24-hour window) are free in every market until September 30, 2026; from October 1, 2026, billed at the utility rate (see above).

Source: Meta's official WhatsApp Business Platform pricing calculator, queried market by market and category by category on September 13, 2026. Meta changes these rates without notice; the date tells you how fresh the numbers are. Since July 1, 2025, Meta bills per delivered message rather than per 24-hour conversation. Volume tiers exist for utility and authentication only, starting at one million messages per month. Meta's own downloadable rate card has one column this table does not: authentication-international, a second one-time-code rate billed separately in 9 of these 38 markets (Egypt, India, Indonesia, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa, United Arab Emirates). It has its own table below, with today's rate next to the one from October 1, 2026, and it is in the CSV and JSON above.
The nine markets that stop paying their region's rate on October 1, 2026
They are not in the table above because today they have no rate of their own: Meta bills them at the rate of the region it groups them into. On October 1, 2026 they move out of that region and get their own. 4 go down and 5 go up, and these are the largest changes in the whole rate card: Sri Lanka goes from $0.0113 to $0.0020 per utility or service message, and Morocco from $0.0040 to $0.0230.

| Sri Lanka | Rest of Asia Pacific | $0.0113 | $0.0020 | −82% | $0.1440 |
| Nepal | Rest of Asia Pacific | $0.0113 | $0.0034 | −70% | $0.1120 |
| Bangladesh | Rest of Asia Pacific | $0.0113 | $0.0037 | −67% | $0.0960 |
| Iraq | Rest of Middle East | $0.0091 | $0.0079 | −13% | $0.1280 |
| Ukraine | Rest of Central and Eastern Europe | $0.0212 | $0.0298 | +41% | $0.0746 |
| Kazakhstan | Other | $0.0077 | $0.0180 | +134% | $0.1600 |
| Oman | Rest of Middle East | $0.0091 | $0.0247 | +171% | $0.0600 |
| Kuwait | Rest of Middle East | $0.0091 | $0.0440 | +384% | $0.1200 |
| Morocco | Rest of Africa | $0.0040 | $0.0230 | +475% | $0.0811 |
Two of them also see their marketing rate go up: Kuwait, from $0.0341 to $0.0792 and Morocco, from $0.0225 to $0.0414. For the other seven it stays the same, and the three leaving Rest of Asia Pacific gain twice over, because that region's marketing rate — the one they stop paying — rises the same day from $0.0732 to $0.0842.
The “until Sep 30” column is the rate of the region Meta currently assigns each of these countries to. That membership comes from Meta's country calling codes table, not from geography: Kazakhstan, for one, is not listed in any region, and Meta states that a country not listed maps to “Other”. The same move applies to volume tiers: from October 1 these nine stop accruing with their region and accrue on their own.
Authentication-international: a second, higher authentication rate, going from 9 to 18 markets
In some markets one-time codes have a separate and higher rate, the authentication-international rate. Until September 30, 2026 it exists in 9 markets; from October 1 it exists in 18, because the nine above are added. For the nine markets that already pay it, the international rate itself does not change that day: it is the same on both of Meta's rate cards. What changes for them is the other one: regular authentication goes up in two (Pakistan, from $0.0100 to $0.0150 and South Africa, from $0.0076 to $0.0095), so the gap between the two narrows without the international rate moving at all. Not every business pays it: Meta determines eligibility from the volume of authentication messages a business sends across those 18 markets, gives 30 days' notice before the charges begin, and depending on the business's primary location may keep billing the regular authentication rate. Where it applies the gap is wide: today the widest case is India, where an international code costs 21.7× the regular one, and from October 1 the widest is Sri Lanka at 72.0×.

Highlighted rows are the nine markets that get both things on October 1: their own rate card entry and an authentication-international rate, so until September 30 they pay their region's authentication rate and have no international rate yet (dash in those two columns). Source for the first two rate columns: the current rate card Meta publishes for download, Cost per message in USD on the WhatsApp Business Platform, effective July 1, 2026, verified on September 13, 2026; for the last three, Meta's official Rate cards effective October 1, 2026 file and its country calling codes table, both verified on September 13, 2026. How to read it
Marketing (promotions, catalogs, campaigns) is always billed, inside or outside the window. Utility (order confirmations, shipping updates, reminders) and authentication (one-time codes) are billed only when sent outside the 24-hour window. Service is replying inside the window: free until September 30, 2026; from October 1, 2026, billed at the utility rate (see above).
The market is set by the recipient's phone number, not by where your company is. A business in Uruguay messaging Mexican customers pays Mexican rates.
Method and license
The rates are read from the same API the official calculator calls, driven through a real browser, and then checked against the rate card Meta publishes for download in its developer documentation: the two have to agree market by market and cell by cell, and five markets verified by hand have to reproduce exactly, or the rate card is not updated. The extraction is re-run weekly. Data and text are CC BY 4.0: reuse them with a link to quetecuesta.com.
One page per market for the countries most asked about, with the same rates, three monthly scenarios and what replying costs from October 1, 2026: India, Nigeria, Kenya, South Africa, The United Kingdom, The United States, The United Arab Emirates, Pakistan.
