What changes on October 1, 2026

Meta's non-template message pricing page says service messages stop being free on October 1, 2026 and are billed at the utility rate of the customer's market. In Kenya that is $0.0040 per reply: a shop that answers 1,500 inquiries a month goes from $0 to $6 a month. Meta's exact wording, and what a reply will cost in every market.

The "4 to 5 cents per message" quoted in several stories is a different fee: it is what Meta estimates one reply from its own AI agent costs, per token, since August 1, 2026. A reply written by a person or by your own bot costs the utility rate above, so one reply from Meta's agent costs the same as 10 to 13 replies of yours in Kenya. How Meta Business Agent is billed.

What a small Kenyan business ends up paying

Three realistic scenarios, counting only what goes to Meta:

If your WhatsApp bill is high, the cause is your marketing volume, not the platform you chose. Switching providers to save $20 a month while sending 5,000 promotions is optimizing the wrong side.

Volume discounts are not for you

Meta has volume tiers and several vendors mention them as a selling point. They apply to utility and authentication only, and start at one million messages a month. A small business never gets there, and marketing has no discount at any tier, which is exactly where the money goes.
