The United Arab Emirates against the other 37 markets
The United Arab Emirates's marketing rate, $0.0499 per delivered message, is the 14th cheapest of the 38 markets Meta defines. The utility rate, $0.0157, ranks 21st of 38. The rule that decides your bill
When a customer messages you, a 24-hour customer-service window opens. What Meta bills is the message you initiate, by category:
- Marketing (promotions, catalogs, campaigns): always billed, inside or outside the window. $0.0499 each.
- Utility (order confirmations, shipping updates, appointment reminders): billed only outside the 24-hour window. Inside it, a utility message is free until September 30, 2026 and billed at the utility rate from October 1. $0.0157 when charged.
- Authentication (one-time passcodes): same price as utility.
- Service (your replies inside the window): $0 until September 30, 2026; $0.0157 per delivered message from October 1, 2026, the utility rate of United Arab Emirates.
Since July 1, 2025, Meta bills per delivered message. Before that it billed per 24-hour conversation, and many articles still in circulation explain that older model.
What changes on October 1, 2026
Meta's non-template message pricing page says service messages stop being free on October 1, 2026 and are billed at the utility rate of the customer's market. In the United Arab Emirates that is $0.0157 per reply: a shop that answers 1,500 inquiries a month goes from $0 to $23.55 a month. Meta's exact wording, and what a reply will cost in every market.
The "4 to 5 cents per message" quoted in several stories is a different fee: it is what Meta estimates one reply from its own AI agent costs, per token, since August 1, 2026. A reply written by a person or by your own bot costs the utility rate above, so one reply from Meta's agent costs the same as 2.5 to 3.2 replies of yours in the United Arab Emirates. What a small Emirati business ends up paying
Three realistic scenarios, counting only what goes to Meta:
- A shop that only replies. 1,500 inbound inquiries a month, one reply each, no campaigns. Meta's cost: $0 until September 30, 2026, $23.55 from October 1.
- An online store with shipping updates. 2,000 inbound inquiries plus 1,500 utility notifications outside the window: $23.55 a month for the notifications, plus the replies from October 1.
- The same store, with campaigns. Add 5,000 marketing messages a month: $273.05. Campaigns are 91% of that bill.
If your WhatsApp bill is high, the cause is your marketing volume, not the platform you chose. Switching providers to save $20 a month while sending 5,000 promotions is optimizing the wrong side.
Volume discounts are not for you
Meta has volume tiers and several vendors mention them as a selling point. They apply to utility and authentication only, and start at one million messages a month. A small business never gets there, and marketing has no discount at any tier, which is exactly where the money goes.
