WhatsApp will charge for service messages from October 1, 2026

Pick the market of the number that receives your messages and enter how many you send per month. The maths uses that market's utility rate, which is what Meta says it will charge for every service message from October 1.

This is Meta's side only: it does not include your platform's subscription or the per-message markup some of them add on top. What Meta announced, verbatim

Since November 2024, service messages (the ones you send a customer within 24 hours of their last message) have not been charged in any market. That ends on October 1, 2026. These are the three sentences that matter from Meta's non-template message pricing page, quoted as written so you do not have to rely on our summary:

• "Effective October 1, 2026, Meta will charge for service messages, which have not been charged since November 2024."
• "Meta will charge on a per-message basis for service messages, consistent with how Meta charges for template messages." And further down: "rates for service messages are the same as the rates for utility and authentication messages."
• "Effective October 1, 2026, Meta will charge on a per-message basis for utility messages sent in response to users within an open 24-hour customer service window."

In plain terms: every message you send as a reply is billed per unit, at the price utility and authentication messages have today in the recipient's market. And utility templates that were free when sent inside the window are billed too.

What changes and what does not

• Changes: replying costs money. Every delivered service message is billed at the market's utility rate. Meta publishes no volume tiers for service messages.
• Changes: utility inside the window stops being free. An order confirmation or a shipping update sent as a utility template is billed even if the customer wrote to you ten minutes ago.
• Does not change: marketing. Promotions were always billed, inside or outside the window, and stay the same: $0.0250 in North America, $0.0635 in the UK, $0.0118 in India.
• Does not change: the free entry-point window. If the customer arrives from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, the 72 free hours per entry point remain in place according to the same documentation.
• Does not change: the free WhatsApp Business app. None of this applies if you answer from the phone app, which does not go through the API.
• Do not confuse this rate with the "4 or 5 cents per message". That figure, repeated in several stories, is what a reply from Meta's own AI agent costs ($2 per million tokens, billed since August 1, 2026), not a reply of yours. The 1,000 free service messages a month, confirmed by Meta

Every business phone number will get 1,000 free service messages per month, non-cumulative, and Meta bills from the 1,001st message delivered that month. Meta's own pricing documentation publishes it, in the same place it announces the change and flagged as new; verified on September 13, 2026. Until that date this page said the opposite — that only providers published the allowance — and it was wrong. For most small businesses the allowance covers everything: send under 1,000 replies in a month and every one of them falls inside it, so none will be billed.

What a reply will cost in each market

The "from Oct 1" column is each market's utility rate, which is what Meta says it will charge per service message. The last column is what a business sending 1,000 reply messages a month would pay BEFORE deducting the 1,000 Meta does not bill each month per number (with those deducted, it is billed for 500). Cheapest first. The market is set by the recipient's phone number, not by where your company is.

The gap between markets is huge: a reply in Germany ($0.0550) will cost 69 times a reply in Colombia ($0.0008). The full rate card, with marketing and authentication too, is in the pricing dataset for all 38 markets (CSV and JSON, CC BY 4.0).

What it means for a business that only replies

The most common case among small businesses: no campaigns, they just answer what customers send. Today their Meta bill is $0. With 1,500 reply messages a month, from October 1 it becomes:

• North America (US & Canada): $5.10 per month ($0.0034 per reply); $1.70 with Meta’s 1,000 free messages deducted.
• United Kingdom: $33 per month ($0.0220 per reply); $11 with Meta’s 1,000 free messages deducted.
• India: $2.10 per month ($0.0014 per reply); $0.70 with Meta’s 1,000 free messages deducted.
• Mexico: $12.75 per month ($0.0085 per reply); $4.25 with Meta’s 1,000 free messages deducted.
• Brazil: $10.20 per month ($0.0068 per reply); $3.40 with Meta’s 1,000 free messages deducted.
• South Africa: $14.25 per month ($0.0095 per reply); $4.75 with Meta’s 1,000 free messages deducted.

These are small numbers next to any platform subscription. For most small businesses the change does not alter which platform is worth paying for: that is still decided by the subscription and the seats included. What does change is that the Meta bill stops being zero, and a business with a large support volume (a big e-commerce store, an appointment center) has to count reply messages, which it did not need to do before.

What to do before October 1

• Count your reply messages. Not conversations: messages. Five short messages to one customer are five charges. Most platforms show the total in their analytics panel; if yours does not, ask support for a typical month.
• Send fewer messages, not less text. Putting into one message what you send in three today lowers the bill without serving customers worse.
• Check what your platform adds on top of Meta. Some pass Meta's rates through as they are; others add a per-message markup. With service at $0 the markup was invisible; from October it is not.
• Do not switch providers over this. Meta bills the rate and it is the same on every official platform; the real difference is still the subscription.
