How much Meta Business Agent costs on WhatsApp

Where the "4 to 5 cents per message" in the news comes from

Since Meta announced that on October 1, 2026 it starts charging for service messages, several stories in English and in Spanish have said that "WhatsApp will charge 4 or 5 cents for every message" you send back to a customer. The figure exists, but it is about something else: it is what Meta estimates one reply from its AI agent costs (20,000 to 25,000 tokens at $2 per million), and that charge has applied since August 1, 2026. A service message written by a person or by your own bot will be billed per unit at the utility rate of each market, which in 35 of Meta's 38 markets is below 4 cents, and in most of them far below: $0.0014 in India, $0.0067 in Nigeria, $0.0040 in the rest of Africa (Kenya's market), $0.0076 in South Africa, $0.0034 in North America. Only Germany ($0.0550), Netherlands ($0.0500), Russia ($0.0400) reach that level.

Both charges sit on the same Meta page, one below the other, which is why they get mixed up. This is what it says, quoted as written:

• "Meta will charge on a per-token basis for Meta Business Agent messages." / "One global rate of $2.00 USD per 1M tokens."
• "One message typically consumes about 20,000–25,000 tokens, which translates to approximately 4–5 cents (USD) per message."
• "Simple responses consume fewer tokens and cost less; complex responses consume more tokens and cost more."
• "Meta will charge on a per-message basis for service messages, consistent with how Meta charges for template messages." And service rates "are the same as the rates for utility and authentication messages."
• "A non-template message is charged either as a Meta Business Agent message or as a service message, never both."

In plain terms: Meta's agent is billed per token and costs roughly the same everywhere; a reply of yours is billed per delivered message, at your market's utility rate, and only from October. One message never pays both.

How many replies of yours one agent reply is worth, by market

Each market's utility rate (what a reply from a person or from your own bot will cost from October 1; today, $0) against the 4 to 5 cents of a Meta Business Agent reply, which costs the same everywhere. The last column is the monthly bill for 1,000 replies: first with your team, then with the agent. Markets are the ones English-language coverage cites, plus the Spanish-speaking markets this site is built for.

What the table does not say: a person earns a salary and an agent does not. Meta's agent is expensive per message next to the utility rate, but the right comparison is against the time of whoever answers, not only against $0.0034. What it does say is that if you already have someone replying, handing the replies to the agent multiplies what you pay Meta by 12 to 15 in North America and by 29 to 36 in India, and that the agent's bill does not go down in markets with cheap rates.

Meta's own comparison: 10,000 messages in Brazil

The same documentation includes an example with 10,000 delivered messages in Brazil, where utility is $0.0068 (0.68 cents). Meta compares its agent with a third-party AI bot, adding to that bot what it estimates the model costs per reply plus message delivery. The first three rows are Meta's; the last one is ours, at the same rate, because it is the case of most small businesses.

The first three rows reproduce Meta's "Cost comparison: service and Meta Business Agent messages" table, read on September 11, 2026; the model cost of a third-party bot is Meta's estimate, not a list price. The person's row is 10,000 × $0.0068 from October 1, 2026; until September 30 it is $0. None of the four includes the platform subscription or anyone's salary.

18 platforms: 1,000 replies a month with your team and with Meta's agent

For one person answering customers in Mexico (the market this site is built around; the agent column is the same in every market). Today you pay only the subscription, because replying is free until September 30. From October 1, the subscription plus 1,000 replies at Mexico's utility rate ($8.50 to Meta, the same for all platforms except those that mark up Meta's rates). And the last column: the subscription plus those same 1,000 replies if Meta's agent gives them instead of your team ($40 to $50 in tokens). What to know before turning it on

• It is billed even when the customer comes from an ad. The free 72-hour window opened by a Click-to-WhatsApp ad still covers message delivery, but the agent's tokens are billed anyway: Meta says so verbatim, "Meta Business Agent messages are still charged for token usage as of August 1, 2026".
• One message, one charge. A reply is billed either as a Meta Business Agent message or as a service message, never both. If the agent answers and then a person steps in, each message pays its own way.
• Not every reply costs the same. The 4 to 5 cents are Meta's typical case. An agent that answers at length, with context and several turns, consumes more tokens. Your own bot, on the other hand, pays per delivered message and multiplies the rate by the number of bubbles it sends.
• You cannot break it down on the invoice yet. As of September 11, 2026, Meta says agent analytics and webhooks "are forthcoming": the pricing analytics API separates service messages, but not the agent's. Until then, the only way to know what you spent on tokens is Meta's invoice.
• The free WhatsApp Business app is outside all of this. If you answer from the phone app, you do not go through the API and pay neither utility nor tokens.

What pays off, in money

With the table in view, the rule is short. If one person is enough, replying with that person is the cheapest per message in 35 of the 38 markets: $0 today and the utility rate from October (only in Germany ($0.0550), Netherlands ($0.0500), Russia ($0.0400) does utility match or exceed the agent). If volume calls for a bot, your own bot on a platform pays utility for every bubble, so it should answer in one message; Meta's agent costs 12 to 15 times more per reply in North America and does not save you the subscription of the inbox where a person picks the conversation up. If Meta's agent resolves whole conversations with nobody behind it, then the right comparison is against a salary, not against $0.0034, and that is a calculation only you can make with your own volume.

Meta Business Agent costs $0.0400 to $0.0500 per reply, 12 to 15 times a human reply in North America and 29 to 36 times in India. None of the three includes the platform subscription, which for one seat starts at $15 (Kommo) in the cloud, nor the salary of whoever answers, which is what the agent should really be compared against.

Is Meta Business Agent billed inside the free 72-hour window of Click-to-WhatsApp ads?

Yes. The 72-hour window opened by a Click-to-WhatsApp ad still covers message delivery, but Meta states that agent messages "are still charged for token usage as of August 1, 2026".
